What a warning from BaFin means

BaFin is Germany's financial regulator. Offering banking, investment or crypto services to people in Germany without its authorisation is unlawful, and when BaFin finds an operator doing so it publishes a warning naming the website or company involved.

A warning means BaFin has stated publicly that an operator appears to be doing business it is not licensed to do. It is not a court ruling and not a criminal conviction. Many of these operators are anonymous and based outside Germany, which is precisely why the warning is published: BaFin often cannot stop them, but it can tell you they are there.

A recurring pattern in BaFin's warnings is identity misuse — a website adopting the name of a genuine licensed firm so that anyone who checks the register finds the real company and is reassured. Where BaFin has identified the firm being impersonated, that is shown on the entry.

If you are checking a provider before paying: a BaFin warning is a reason to stop, but the absence of one proves nothing. Look the firm up in BaFin's own company database, which lists every provider authorised in Germany. If you have already paid, the reporting and recovery steps for Germany are set out on this site.
